It means IT IS ALLOWED TO PARK THERE ONLY IF ENTIRE CAR IS ON THE PAVEMENT/SIDEWALK. No wheel of any car can stay on the street if parking

Is it parked outside Wentworth Female Detention Centre, the famous prison from "Prisoner Cell Block H"? Perhaps its Deputy Governor Vera "Vinegar Tits" Bennetts or Joan "The Freak" Fergusons car? How tough was that prison? You wouldn’t mess with top dog "Queen" Bea Smith would you? Although she could iron a mean razor sharp crease down the middle of your chinos. The theme tune was the saddest bit. "He used to give me roses - I wish he would again" etc etc! SLAGS!
